Preface

In order to establish basic medical health system covering urban and village residents in 2012, Jiangxi National Development and Reform Commission made Five-year Plan of Jiang Health Business Development. It arranged 1.052 billion for supporting establishment of urban and vilage health service system in 2013, grassroots medical institution’s demand for apparatus is expanded further. Speeding up establishment step of new area institution in medical health unit, and improve urban and village health service capacity; make health supervision network in province, city, county and town sound, implement capacity establishment project of health supervision institution. According to plan, Jiangxi will improve new urban health service system based on community health service, it will continue to strengthen establishment of community service institution in 2014, establish a public disciplined community heath service center in agency range of every street, according to plan and demand to set several community health service station and establish 15 minutes medical health service circle for community residents.

Medical reform has been implemented for three years, Jiangxi arranged 2.3 billion RMB for establishing basic medical health infrastructure from central and provincial, to support establishment of county-level hospital, town-level hospital and community health service institution. Establishment compliance rate of village health room, town health center and county comprehensive hospital was improve from 37.5%, 33.7% and 45.6% in 2007 to 98.7%, 93.1% and 97.5%, which realized one county-level hospital in every county, and formulated basic medical service system which based on village health room, supported town health center and town health center and centers on county-level hospital.
